fix: remove "up to level 99" in rule 1
Previously, rule 1 stated that level spoofers were allowed up to level 99, however we don't really care if level spoof exceeds this level. To prevent confusion, this commit removes that part. Thank you Skalop for pointing this out to me!

### 1. **Allowed Cosmetics and Client Mods**
Cosmetic modifications are permitted. This includes hidden gear, the Octoling model, level spoofers (up to level 99), and ink tanks, provided the ink capacity remains at the vanilla level. Client-side visual mods like ink color changers, ForceNightTime, and model swaps are also allowed.
